This is the problem inherent in any electoral system. People elect officials that they think will serve their best interests. Therefore, when you have a high concentration of criminals in an area, they are going to elect those whom they feel will be the most lenient on crime.

Problem is, they have to have even a court trial to be convicted. Only in America, can you not only drive while drunk, cause the death of an innocent woman, and not only get no jail time, let alone court time, but you still get to keep your currentjob as a Senator while even the President looks the other way.
