Yes, Bill Maher said this. He might be a "comedian" (I haven't found him funny in years), but this is NOT funny. It's disgusting. He mentions Herman Cain (an African American), and then says that Romney is the only one to stop the rise of the apes? WTF is wrong Maher? And WTF is wrong with George Stephanopoulos for not calling him out on this?
And conservatives are said to be racist?

and immediatly before that in the same sentence he said at least he can eat with a knife and a fork.
It didn't sound racist it sounds like he was calling the other candidates barely evolved morons who are little better than apes.

Sometimes, it really is just a molehill.

Bill Maher does often make comments that are problematic regarding race. This is not one of those times.

Was the comment in poor taste? Probably. But in context I see no racism, but a commentary on the intelligence of the other candidates.
Compared to the stuff conservatives said/did against Obama (sock monkeys anyone), this is tame.
