      No because utility bills and SSN serve other purposes besides the required proof of identification. If you do not drive, there is no other purpose for the Photo ID.

      Yes, a number of states are required to supply a free Photo ID to vote upon request to avoid a Poll Tax. Here's the catch: Employees are not only not required to inform the person of such, they are expressively forbidden from presenting it as an option. So unless you do your research (which can be prohibitively difficult for a considerable percentage of the populace) you are not aware of it and think you have to pay to vote.

      And as for the "Make the ID cards free for all." argument, it is often suggested as an option if a state requires Photo Id to vote. Republican politicians constantly fight against such arguments in the interest of "revenue generation." Put simply, they want to restrict voter bases that traditionally vote for the other guy AND make a tidy profit in the process. The catch is it's illegal but they're hoping will catch on.
