Except he never really did anything all that evil. He wanted power in a medeival world and he went for it the only way you can in a world like that you take it at the tip of a sword.

I didn't see him killing babies or even innocents worst he did was drive people from their homes.

If he had won he would have been considered the good guy.

Giygas (or Gigu if you're playing Mother) is by far the most evil character

    spoilers

To start off he killed his adopted mother because his father stole the alien technology to defend earth from the same aliens that kidnapped them and forced them to raise Gygas.

Then after realizing his emotions could be used against him Giygas somehow destroyed all emotions he had except for evil, essentially becoming a cloud of formless evil that could only contain it's sanity through a device known as the Devil's Machine.

Throughout the game Giygas uses his powers to take over people, animals, and inanimate objects forcing them to fight you, so essentially, most of your enemies are actually innocent people being controlled and there's nothing you can do to stop it.

Then just to top things off Giygas actually wins. I'm not talking some temperary victory like Kefka either. Despite traveling back in time and defeating him when he is at his weakest its predicted at the end of the game that he stil has a 99% chance of succeeding. All you did was take it down from 100% essentially making your whole journey worthless.

    Thats one evil bastard.

Leo was the absolute antithesis of everything Kefka was, as well. I've always been convinced he was a genuinely decent person, and even his participation in some of the previous events had more to do with feeling bound, trapped even, by his sworn loyalty. Kefka could at least understand the will to power, but decency drove him into a frenzy of rage.

Everytime I see Vayne I keep thinking of 80's New Wave-type of music. Like The Cure, Depeche Mode, or Dead or Alive.

My vote is for Kefka, too, but I think a lot of the others who said it have missed something very important to why he's the most evil - how viciously psychotic and unhinged he was.

And yeah, he tore the world apart. But not for some grand master scheme. Just because he was throwing a fit. He originally claimed his goal was just to revive the goddesses and use their power. But when the heroes interrupt that and one of them draws blood, he throws the whole idea out the window, destroys the balance of power between them and sends the forces of magic into chaos. Again while screaming about hate.

...I've played this game far too much.

So to suggest something that hasn't already been covered a dozen times... and someone already did GlaDOS... There's Nohman from Zone of the Enders. Or Vayne from FF12. Can't really think of any others at the moment.

I posted the flash on page two here I think, and on CS, too.

Yeah, I've heard of that; ahh... so sweet. ^^ They should never have left that out of the NES version.

Yeah, but the one I'm talking about is in the standard game. If you miss both ducks and still have a round left, when the dog pops up, you can shoot him and his head goes black. No points for it, but the satisfaction is better than any score.

Oh my GOD, they have that? I need it! Can you imagine how cales would have skyrocketed if they had made a 'special collector's edition' and let you shoot that accursed mutt?

Well yeah, but he's Satan in a video game form, so it goes without saying.

I'll also include Mr X from the Streets of Rage trilogy, if only cuz he won't bloody well die, but keeps ressurecting himself.

I'm replaying FF3, Kefka was experimented on as a child and the Emperor tried to kill him after they got the power. He did it all but The emperor was the cause and did nothing to stop him.

You know the whole quote about all it takes for evil to succeed is for good men to do nothing, well quite frankly good men don't do nothing.
