In the late 90's a job agency would not represent single people, they got it in their head that married/in a relationship workers were better workers and even set up a dating agency for those wishing to work via them.

No matter the job, if I want to be single that should not be a barrier to me doing my job, now with this it seems like they are hammering home the message that you are not complete without a member of the opposite sex in your life.
