Resturant in Philly hasn't paid utility bills in years, city says it won't collect from "well-connected" owner.

The taxpayers need to demand accountibility for this!

Hasn't paid in *one* year, which the city says it *will* recover, plus a separate time before that where they can't bill because they hadn't bothered to put in a meter.

There may well be corruption at the root of the... error.... but the proceedings from here seem appropriate.
