No. Bearing false witness isn't just any lie. Bearing false witness is specifically lying about someone else - saying that Bertie stole the cookies when it was you, for example, or when you don't know who did it, but you know that Bertie didn't do it. Bearing false witness is essentially getting someone else in trouble that they didn't deserve by claiming they did it when you know they didn't. It's the very worst kind of lie there is.
