My guess is that he's a "Luther" (from the Boxcar Willie song). So long as it's widely believed that he's strictly gay, people will consider his actions to be non-sexual, and he'll get away with them. If he even once asks a woman out, it'll be known that he's sexually interested in women, and he won't be able to go around feeling women up any more. He definitely needs to be stopped - what he's doing is completely inappropriate. Not only that, if people see you treating it as "not a serious matter", they might think it's OK for THEM to do.
Didn't know about "motorboating", so I checked out the Urban Dictionary. I'm surprised some company selling risque t-shirts doesn't have one "No motorboating unless you have a big Johnson"
(other than being a slang term for penis, Johnson is one of the 2 brands of outboard motor sold by OMC).

As far as the snuggling thing, think about it like your straight female friends. It's still a person to person thing about which of them would be snuggly with you. As far as the other stuff, some people are jokingly like that and it's not a sexual thing. If you're ok with it and he's ok with it (taking into account significant others as well) then that's really all that matters.
