She wants to be told that she can be naked outside, while at same time, she denies that overweight people cannot do the same.

If she would be fine with all people be naked, I'd be a little more on her side.

However, she feels that she's entitled to be naked outside, and that her neighbor wife is just jealous of her body.

If a overweight person did the exact same thing, was outside naked, Red Panda would be screaming that person should not be outside like that, because it offends her.

A 13 year old is still underage by law. Unless you subscribe to the ideals that anyone that hits puberty should be allowed to have sex with whatever age. Which there are girls as young as seven hitting puberty.

I'm not showing off my body to whoever I want in this situation. In this situation I am only visible to those who stand in a certain part of the street at a certain part of the day (my balcony is not visible to most of the street) If I wanted to show off my body I would do so.

You can't technically stop them because they have the right to free speech but you should respond with repulsion at their action and lack of shame.

You are still naked. In public. Put a robe on, wrap your towel around you, hell, even just underwear or a bikini. Being naked in readily public view (which, despite that only some areas of the street are able to see you, you are, as someone in the street could see you if they turned for whatever reason) is indecent exposure. You are violating a law, and someone asking you not to go outside naked is not "intruding", you're the one intruding.

This isn't a case of walking around the house naked with the blinds drawn, you're in view of a public street.
