I'm surprised by the people who apparently have such low self images about themselves that they think a person who is attractive must be vapid and only think about how hot she is. I do have other motivations in life you know. Just because I'm good looking it doesn't mean that is the only part of my personality nor does being less attractive automatically make you more intelligent or aware.

You are unable/unwilling to see that regardless of your opinion of yourself (justified or not) you are forcing your naked body on others in total disregard to their feelings on the matter, and for no logical reason.
You can get a "feel" for the weather by sticking an arm out the door, by putting on a nightgown and stepping outside, or any number of ways to cover your tits and bush and keep them from prying eyes without the inconvenience of having to dress before dressing for the day.
Not to fucking mention that you are basing your clothing choice on the feel of the weather in the morning when it can change in unexpected ways. Hell if weather was so goddamn easy to predict you'd think that trained meteorologists (you know, people with college degrees in this shit) would have a better track record than they do.
But no. You step out onto your balcony (which is considered public if it can be seen from public lands, usually streets and sidewalks) buck-assed naked and display your body to anyone and everyone who happens to look in your area all for the sake of not having to clutter your car with an emergency poncho (which there is one in my laptop case taking up a whopping 5.5in x 3.5in x 0.5in space) and a small folding umbrella which could fit in your glove compartment or under your seat (yet which you carry on as if you're you're making your car haul the contents of a Walmarts entire section of rain gear, backstock and all).
And mind you, that people will look. And not because they're looking specifically for you and your nudity, but because we are still holding on to a genetically passed-on instinct from the days long before we were the apex predator we are now. That instinct to look at anything that is not normal. A flash of movement, a color change, different light pattern, a new shadow, anything that was not there before...all these things make us look. Your balcony is one color (or one set of colors). When someone sees that color change or sees the movement or even the change in the light as you pull a curtain back or step into the doorway and create a shadow in the corner of their eye, there is a good chance that they will look in that direction. It is instinct. Some people are oblivious to it and can ignore it, others can't.
So when someone with the instinct sees the change in the normal patterns, they look and they see nudity. It's not that they thought "Gee I'm going to look to see if I can see Tits and Bush", they are going to look to identify the change in the environment.
I want to go back a few pages and touch base one something you said. What I am about to say is not my true feelings on the matter, but a response to the mindset you are presenting.

Hell! I was living in Lacey TWP at the time that last one happened and beyond being on every news outlet (including the BBC), really had no impact on how I lived my life.
Yet some "self-centered" people decided that they were going to tell me and others like me that they can't do these things. These are called laws. Some I agree with, some laws I do not, and some do not affect me one way or another. Yet I have to obey them. Most places have indecency laws. Like it or lump it, women can not go topless in public in most places. And in even fewer places they can go completely sans apparel. If you are in an area where there are such laws and are displaying your naked form for all to see, you run the risk having that woman contact the police.
I have now said my piece and am now done. I know that my words are going to fall upon deaf ears (or blind eyes since this is all in text form) and that I have as much chance of changing her mind as I do of successfully attacking the White House with a banana. She will keep on doing what she is going to do and all we are doing here is to run around in circles.
I'm getting dizzy and I am getting off now.

Exactly. Someone saw you. The wife is saying it's her husband. If that's the case, then guess what: It bothered him enough to tell his wife about it. It's not unusual at all for a man to have his wife or SO talk to the offending party on his behalf, woman to woman. No way to misconstrue it, unless the offending party is grasping at straws and being quite silly.
